California’s local democracy works best when more people participate — but right now, county-level elections can be decided in low-turnout primaries, often without a general election. That means many voters never get a say in who represents them.
Assembly Bill 868 is a vital step forward. This bill would ensure that all nonpartisan county-level offices in California hold a general election in November, regardless of how many votes the top candidate gets in the primary. That means the two candidates with the highest share of votes in the primary would always advance to the general — just like in state and congressional races.
